We are looking for a Product Manager to join the Digital team in Brighton & Hove City Council.
In this role you’ll be contributing to a multi-year programme of organisational modernisation and business change. As part of Orbis, a shared services partnership between Brighton and Hove City Council, East Sussex County Council, and Surrey County Council, you’ll have exposure and opportunities beyond the immediate Council, should you wish.
You’ll be based in our modern open plan offices in the city centre and benefit from flexible working. You’ll join our energetic and supportive team leading Agile development teams to deliver improvements to the council and Brighton and Hove citizens. The Digital Product Manager role sits within IT Data & Digital teams and is pivotal to the digital transformation of Brighton and Hove City Council. As a Digital Product Manager you’ll be responsible for designing, producing and delivering internal and external digital products. A key aspect of the role will be to help shape and ensure that a robust, integrated and modular architecture underpins our application development and you will therefore need to rapidly gain a very good understanding of the nature and capabilities of our development platforms, corporate systems, and corporate datasets.
You will be part of a multi-disciplinary Agile team, delivering new products and/or iterations to existing products to meet our customer needs. You will gather user requirements based on an understanding of diverse customer groups.
You need to be someone who embraces change and continuous improvement. You will be able to see the big picture, bring together differing views, and take decisions.
This role sits alongside an existing Product Manager whose focus is on the integration and strategic use of data to support improved understanding of our customers, improved processes, and improved ability to make data-driven decisions. You will work very closely together to ensure a consistent approach to delivering solutions, jointly helping services understand the need for a strategic and Enterprise mindset that benefits the organisation as well as the individual service during solution development or procurement.

Ideal candidates will be able to describe their experience, knowledge or interest in some of the following areas:
- Data-driven digital product design
- Senior stakeholder management
- Understanding of API integration
- Experience of business-driven solution design, demonstrating measurable ROIs
Ability to translate real life user stories and processes and requirements into digital functionality.
Ensures risks and issues are identified, tracked, reported on and resolved in a timely manner.
Excellent stakeholder management, able to act as mediator between business, third party supplier and internal technical teams.
Demonstrates capacity to reason, plan, solve problems, think abstractly, comprehend ideas and language and learn new concepts and ideas.
Excellent workshop facilitating skills.

Educated to degree level or equivalent experience
Knowledge of a wide range of product manager skills such as user research, requirements definition and backlog management.
Significant experience of enterprise architecture and/or digital project delivery.
Up to date knowledge of digital development as well as industry sector developments. Knowledge of local government working and political environment is a distinct advantage.
Substantial recent experience as a product manager in a digital team or as part of a transformation team and of leading a multi-disciplinary Agile team to deliver excellent new products.
Proven experience of involvement in a successful project lifecycle from feasibility through to implementation preferably using an Agile, iterative process.
Proven experience of influencing in a complex, organisation at all levels, from front line users, through senior managers to board level/politicians
